ACQNET: How to avoid U.S. custom fees

Subject: How to avoid U.S. custom fees

Help!   Is there a way to avoid US custom fees for foreign books we
acquired?  I wonder if there is some kind of form which we can 
fill in and claim that those materials are for "nonprofit, educational 
use."  Any advices will be welcome.
