Subject: Managing Special Funds
Hi,
I am seeking advices on better managing our special funds.
Our library has received a few special funds for book purchase with
almost no restrictions. Besides these special funds, we have divided
our annual material budget by subject fund codes, for example, PSYCF for
psychology materials.
It has always been our practice to spend out the annual material budget
first. Only toward the end of fiscal year would we start spending
our special funds. This practice creates some problems for us: 1. We
are always in a hurry to spend these special funds before the fiscal
year ends. 2. These funds tend to go to bibliographers who overspend
their subject funds. (Bibliographers who always plan ahead and control
their spending usually end up getting nothing out of the special
funds.)
I wonder if there is a more systematic way of handling these types of
special funds? Your advice is greatly appreciated.
