Sounds like a scam to me ... some of the 'buzzwords' in your posting which
sent up flags are:

"directory of area libraries" (who needs it when there's a national
directory already published?)

"media publishing services" ... hmmmm, can't find them?????
" ...which would allow us to update our FREE listing..." free only if you
purchase a copy of the directory, I'd wager! (see following comment)

"they sent the username/password and a form asking if we wanted to 
purchase a copy of the directory" -- this is classic!!

I would love to stand corrected on this, but my strong suspicion is that
you'll regret any further transactions you have with this agency.
