Subject: Roll over, zero out, or...
Greetings. I am nearing the end of my first year overseeing the
operations of a technical services unit. My previous experience with
acquisitions was as a serials librarian. This library began using its
acquisitions module about four years ago under the last head of the
unit.
Between her departure and my arrival, there were two years of interim
temporary heads with primary responsibilities in reference.
As far as I can determine, each year's encumbered orders have rolled
from
one fiscal year to the next to be expended out of the new fiscal year
monies. This year, a few of our selectors have taken exception to this.
They have proposed using the new fiscal years monies to zero out the
negative balances that roll with the aim to not hit one subject area too
heavily.
In my admittedly limited experience I have never heard of this approach.
I'd like to hear from others how their end of the year rollovers are
handled. Do you roll encumbrances from one year to the next? Do you
zero
out? Do you do something totally different? Please advise. Thank you!
