Vince Jenkins inquired about ... "a new local policy, in light of the
divine/Faxon episode, of periodically requiring proof of vendors'
financial well-being."
As a result of several local elected officials and administrators (none,
of
course, from the library) being under indictment for malfeasance in
office,
misuse of public finds and allegedly purchasing more than cleaning
supplies
from a local "vendor,” we are now required to obtain a federal IRS form
W-9, a completed Vendor Data Sheet (attached) and, for in-state
businesses,
A copy of a current business license.
Currently this is just required to be on file before our governing
agency
(here in Louisiana, this is a Police Jury--comparable to county board or
city council) will pay any invoice. There is no requirement for a
subsequent check or updating at this time.

In our dealings with vendors in Holland we use/demand so called "Bank
garanties" from them. These guaranties are signed agreements/
statements/drafts from a bank that the company we are dealing with has
a
solid credibility and the monies we pay in advance for subscriptions
will
be safe. Perhaps you should look into this.
