You should not have to pay sales tax as an academic institution.
Usually you need to send a copy of the university's "Tax Exemption
Certificate" to the vendor and they will credit the sales tax. Once
they have it on file and tied to your account you will not be charged
again. Our comptroller's office is responsible for sending the
certificate,
but we need to notify them where to send it. I try to keep an eagle eye
on this as even "old" vendors may slip and put the tax on new materials
and accounts.

Any university with 503(c) non-profit status should have an
IRS tax exemption certificate. The best approach is to get a
copy of your university's tax-exemption certificate from your
library's budget officer and/or university's procurement office.
Then make yourself multiple copies and send a copy to the
vendors who are charging you sales tax. Vendors such as Bernan
are used to dealing with commercial customers, so chances are they
have their billing system "hardwired" to automatically add sales tax.
