Subject:  Building a Collection from nothing

Good morning.  I have just taken the position as the sole librarian at 
a small (150 students) paralegal college. To meet its accreditation 
requirements for offering an associates degree the school must add a 
library. I find myself in the position of building a library from the 
ground up (literally an empty room with a few legal tomes) with 
virtually no budget. What else is new, right? To make matters 
more challenging I have been away from the field for about 6 years.  
I have been given a budget of $10K to build a collection to support a 
handful of general classes: English comp, English lit, algebra, 
psychology, critical thinking, intro to humanities, and oral
communications. The vendors are willing to work with me, but is this 
the most cost-effective way to build a collection on a limited budget? 
Also are there suggested titles that are compiled for new collections? 
Any guidance would be appreciated. I have posted this question to other 
listserves so I apologize if there is duplication
(I need all the help I can get!)
