The US$ IS indeed higher than the Euro. Today, for each US $, one
receives 1.02 Euro. In other words, the Euro's value is less than
that of the US Dollar.

This is a problem we've been dealing with recently here at Loyola. Thus
far we've noticed it with only one vendor (Coutts Nijhoff), and have
written to them and politely pointed out the error, but as yet (this was
approximately 3 weeks ago) we've heard nothing but silence. I'm
intrigued
that it seems to be happening with other vendors, at other libraries.
I'll post again if I hear an answer.

No explanation, but it helps if you ask your European vendors to bill
you in Euros and you can convert the total on the invoice to dollars
through a Universal Currency Coverter and pay whatever amount you get.
The exchange varies day to day.

The USD is not below the EUR, at least over here, and hasn't been for
quite some time (3rd week of July, I think). Friday's closing of the EUR
was around 97.6 dollar-cents, I believe.

At Utah State University library we have noticed the same problem. I
have had to revise European orders upon receiving them when the credit
card was charged at a slightly higher rate than expected. I cannot say
who is at fault, but each transaction (average price $20) is coming in
about 20-30 cents higher than expected.
