ACQNET: Biographical Directories

I've been asked to check on the legitimacy of two publishers of
biographical directories.

International Biographical Centre
American Biographical Institute

The question came from the editor of the PSU Magazine, our alumni
publication.  The editor has been approached several times by one of our
faculty who wants a notice or some sort of writeup that he has been
chosen to be listed in these two biographical directories.

We've looked on the Web for information.  The International Biographical
Centre has a web site and one of their listed publications is:
Dictionary of International Biography.  A search on OCLC shows several
editions over the years, although only a few libraries own any edition.

I've heard of companies that offer to list you in a directory if you buy
a copy, or pay some fee.  I can't really tell from the web site that
this is the case, but I think it might be.

Does anyone have any thought, opinions, or first hand knowledge of these
two publishers?
