	I couldn't agree with you more.  I also have the same problem.  
My problem is compounded by the fact tht I am currently using four different 
funding sources with two different fiscal year endings.  I have standing 
orders as well that must come out of these funds and my problem is budgeting 
the money to cover the year of orders that do not correspond with the fiscal 
year cycles.  You have to have some way to control your situation.  If the 
date is the problem, maybe you could extend a week or two but I think you 
are right to stand firm to have a date.

Marla,
    We also have ordering deadlines.  Our first is December 1 when 
departments must have encumbered or expended 60% of their allotment.  
If they have NOT done so, we deduct the difference from their funds.
    February 1 is the second deadline.  All money from their funds 
must be spent or encumbered. Again, what they haven't spent or encumbered we 
put into our library budget.
    We also want to have all funds spent by June 30.

We request, but do not require, that order recommendations be 
submitted by March 1 for a May 31 fiscal year end.  However, we do not stop 
taking requests, we simply hold them until new monies are available.
