Subject: Updates in state publications

I'm wondering what other state depository libraries do with updates that
state agencies send to add to an existing agency publication.  Many of these
updates are phone number, staff name or other contact information.
Currently, we discard the older information in the publication and insert
the update.  We've been discussing whether or not to keep the older stuff
though, as part of the historical record.
