The University of Wisconsin Madison uses PayPal and has created procedures
for doing so. We have used PayPal for purchases on eBAY as well as other
sources. Our Accounting office endorsed the use of PayPal. If you want
further information on how UW-Madison does this, please contact me directly.

My knowledge of PayPal is a lot like that of Janet Flowers. I do quite
a lot of personal business through Ebay where I find PayPal being used more
and more by vendors. My impression is that Ebay vendors are largely Mom & Pop
sellers utilizing the electronic garage sale. As many of them request payment
via PayPal, I'm assuming it to be a system that works. That is, it serves
as an intermediary [a bank ? ] for purchasers to establish charges and for
sellers to have credits applied to their accounts. The advantage is similar
to any other credit card where charges are placed immediately and merchandize
can be shipped as soon as possible. The advantage to the vendor is that
Mom & Pop don't have to go through the business of establishing themselves
as Visa, MasterCard and Amex vendors.
Personally, I still use my own bank and my own checks in most cases.
An occasional Canadian vendor will request a cashier's check; and some
small concerns indicate they accept only money orders because they don't
want to be caught up with chasing bad checks.
