Our materials budget is nearly $3 million.  We have selection teams ordering
for AF, ANF, JF, JNF and Easies.  

 We have tried a variety of methods in the past to control the rate of
orders placed as a way of controlling the "flow" once it arrives.   We
currently try to mix the orders as much as possible, taking advantage of the
publishing trends.  We do this by ordering new items throughout the year,
with more of course being ordered in the spring and fall publishing
"seasons", with "replacement" ordering primarily handled at the first of the
year and early summer.  We've set a "calendar" of sorts, so all collection
development "projects" don't come to ACQ at the same time.  There are 3
checkpoints throughout the year to make sure we are within an "appropriate"
percentage spent; teams are then encouraged to speed up or slow down on
their ordering.

Other than that, we try not to beat our heads against the wall - there are
far too many variables that we have no control over.
