Hi Karl,

I have tried to implement any min/max limits on selectors, but then we
probably don't deal with a collections budget as large as you do.  Anyhow, I
encourage our selectors to send whatever selections they've made.  I'd
rather get the records loaded into the system, even if the orders aren't
created right away.  That way, if the selectors are checking the system as
they select, they can see if they, or another library in the system, have
already selected an item (by the location code(s) in the bib, or the order,
if one has been created-status 1). We try to catch duplicate requests, but
it also helps if they try to avoid submitting duplicate requests.

If we end the fiscal year with a lot of un-placed orders in the system, I
create a review file and ask the selectors to review it before the orders
are placed in the new fiscal year.

So far, I've heard no complaints.
