Ordering for Course Reserves

The University of MD is in the process of reviewing its 
procedures for ordering course reserves materials.  
Presently all these titles are ordered as "Rush" in order 
to get the material into the library as soon as possible.
The problem of course ocurrs when professors arrive back on 
campus the last weeks of August and decide that they want 
material ready on reserve for the beginning of fall 
semester.
Our questions are:

Are orders for reserves materials handled any differently 
from other orders?

How do you handle the inevitable crunch of orders from 
faculty at the beginning of the semester?  How do you 
encourage your faculty to get their orders in early enough 
to ensure material being available when they need it?
