You missing the points I am making, how do I know where something is available.
Are you seriously expecting users to contact ALL libraries they know
of in the world asking a question?
Are you expecting a local librarian to me to do so on my behalf?

I as a user has to put in some effort to search in likely places for
information.
Most cost effective searching for me is google, librarians require
more effort and money to ask individually.
The type of enquiry I normally have stumps 80%+ probably of librarians
and archivists.
