Not sure if this is exactly what you're talking about or not, but
there's a Code4lib Journal article in the just-published issue about
using Twilio API to send and receive txt/SMS messages (1 cent per
message). The article mentions two other vendors who provide similar
services: Tropo, and SMSified Not sure if this is the sort of service

The article is actually about receiving SMS and replying, but just
sending is even easier.
I recently saw a RFP for an open source ILS that asked for a vendor add
SMS overdue notices.... using an email-to-SMS gateway! These days, if
you're going to be programming it, I think you really ought to use REAL
sms messages, it's pretty cheap these days, and a much nicer experience
for the user: You don't need to know the user's carrier, will work with
any carrier without carrier-specific configuration on your end, and the
emails you send out don't have a precious 20-40 bytes taken up by email
headers!
