At Boston College, we use clickatell (http://www.clickatell.com). The plan we use is Small Business Two-way messaging: http://www.clickatell.com/pricing/us_small_business.php It has a good set of APIs for integration purposes (HTTP/S, SOAP, COM, XML). It uses a long phone number and a credit based system (e.g. you purchase a monthly allocation of text message credits).
You can also purchase a shortcode, but that is very expensive.

Multnomah County Library plans to ask for proposals from vendors for providing text message notices from our Millennium ILS. We want the vendor to be able to send out overdue notices, hold notices, and hold cancellation notices. The vendor should also be capable of receiving text message replies from patrons, acting on those replies to renew items for patrons, and letting patrons know which items were and were not successfully renewed.
Aside from Fanggle, Shoutbomb, and Unique, are there any other vendors you know of who provide these services?
