If I understand the question correctly, there are any number of things one could do with these records. The first thing is to simply dump them as a file and make them accessible via a URL. Once that is done the file could be read, parsed, and exposed as Linked Data. Once it is exposed in this way new and additional relationships could automatically be made between these records and other Linked Data associated with other objects (or ideas). This fosters the creation of new knowledge.

By making bibliographic records freely available -- truly free -- much of the intellectual effort of catalogers will be exposed to the 'Net making library content so much or accessible than it is now.
