  "Selection" can be seen as a pre-prejudiced (even by mundane factors like 
budgetary considerations) redaction of presumed significance, whereas 
"encouragement" of discovery and analysis through critical thinking can be 
seen as an advancement, not only of human knowledge, but of human 
competence.
