I buy it. In the sense that what can be done with presentation is limited by the [quality and quantity of] data in the records. I think that's what Marc meant. I think that's reflected in his having written also " but what about the mess that headings on non-library metadata can make in a browse list of authority-controlled headings?" 

I don't buy (completely) the idea that data and presentation are entirely different considerations. The recent discussion on this list of our bibliographic data and what can be done with shows that the two are inevitably linked. I understand that storage, communication, and display are separate issues. But content quality is linked to display potential.
