Only HathiTrust members can also downloads PDF's of out-of-copyright
materials -- this was a restriction imposed by Google, I believe.
I think the partner libraries did all get a copy of their digitizations
-- but it takes resources to be able to do anything with them, which is
why it makes sense to collaborate on something like HT instead of
everyone trying to go it alone. And there are restrictions on exactly
what they can do with them, and the exact nature of the restrictions
aren't public, they're in contracts between the libraries and Google
that are not being shared.
