 I agree with Janet that the tech services people are an integral part of
the picture, most likely in the gap between reference and systems as their
primary responsibility is managing data infrastructure. One line description
could be "Tech services librarians are anal retentive."

But from a symbiotic point of view, the view you propose is compelling. The
whininess, arrogance, and cluelessness would be self reinforcing (for
example ref librarians whine to systems people who blow them off which
provokes more whining while users are blissfully unaware everything isn't
perfect). Adding the TS people would only strengthen the connections.
