In my opinion the rule 90-9-1 is not exact.
Participation in a list follows a power law distribution, i.e., the 80/20 
rule to simplify.
If you extent this rule a little to a more accurate one, following the power 
law, you get a 80-16-4 rule:
Lets depart from initial 80/20. Lets leave the 80% part as it is.
As power law is scale free, you can apply it again to the 20% part, dividing 
it in a same relation 80/20
0.8 x 20% = 16%
0.2 x 20% =   4%
Therefore, we get 80-16-4
