The latter, indeed. "Resource Discovery" was the overarching motto
of the momentous metadata movement as it embarked on its great mission
when Dublin Core came into existence. So, non-librarian metadata
aficionados still have that buzzword tattooed into their mental fabric.
Maybe the RDA community should embrace this misinterpretation, in the
hope that those "other communities" might then be thrilled. Otherwise,
IMHV, RDA is one of the worst possible monikers they could come up with.
Much too late now. Or indeed not: if the LC ends up in a decision to
inplement a much watered down version, one might then still come up
with a new and much more glamorous name and icon, to make a distinction.
