This is hardly freeware, but, if you are already using Microsoft Outlook 2007, it has an RSS Feeds folder feature that you could use in a 'Public Folder' for all Outlook users. Posts appear similar to email messages and can be easily forwarded for discussion as well as backed up and archived.
Also, Bloglines (http://bloglines.com/) is another nice feed aggregation site similar to Google Reader.

del.icio.us is a good suggestion, but would only allow you to save a link to the post. If the post moves or disappears, the link is essentially useless.
You could try using Google Reader and "starring" the entries you want to save. Starring an item will preserve both the text of the post and a link to the original; you can also use tags to keep the posts organized.
Another nice Google Reader feature is the ability to share posts--staff members could share posts of interest from their personal Reader accounts, which could be starred/saved and tagged in an institutional account.
I've been saving useful blog posts in my personal Google Reader account for a few years now, and it seems to work pretty well.
