American libraries before the second world war are not impressive,
they collected some German scientific works, the best in the world,
during the 19th- and early 20th Century and some English that are
of some worth. But from an European standpoint, the copyright
free books in American libraries are rather low value. At best
about 10% are of some worth today for an European library.
