Julia, yes, I am assuming that there should be full marc for those  
libraries that want to load the bib records for items they do not  
have. Having more of a "linking format" may be best for other  
libraries, depending on the facilities in their ILS.

Also, it should eventually be possible to create sets of items on OL  
-- based on subjects or authors or on individual selection. Ideally it  
would be possible to export those sets with marc records for ingest  
into ILSs. That way you could expand your collection in particular  
directions that are of interest to your patrons.
