I don't think this definition applies to libraries.  However, if you define "marginalize" as a transition from "doing most of the work" to "not doing most of the work," then I guess it does.

I'm confused. What sort of definition of being marginalized are you
guys using? Because to me, this is akin to, well, being marginalized,
a taster of bigger things to come. It doesn't actually matter if
libraries had done most of the work in the past when they won't be
doing most of the work in the future ... (and that's where we're
heading)
