I am convinced that cataloging rules should be freely available.
But that does not imply that they should not be copyrighted.
The licencing of cataloging rules is what matters, not the
copyright on the rules.
To manifest my conviction I am working on making much of the text
of Gorman's "Concise AARC" available for students of my LIS512 class
at the Palmer School.

The rule site is freely accessible, but it is not quite finished
