Because public domain is calculated differently in different  
countries. I don't know if Google actually has a country-by-country  
solution, or if it divides the world into "US/not-US".

p.s. Public domain in Italy is being set at 1868 for the purposes of  
the Google Book scanning, at least according to one source. I thought  
I had heard the figure of 1898 elsewhere.
