There are lots of problems in U.S. databases as well, mainly with older records that used local transliteration methods. But the French do it another way, the Italians, and so on. These were the tables I was trying to compile.
I think the tables could be compiled more easily today cooperatively. Matching these records by hand would be one of the worst jobs I could ever imagine. Probably something could be built that would be 70% OK, and then it could improve from there.
