Transliteration of (not only)cyrillic has always been different in
German libraries. In this case, there are records that came from
different sources that didn't use the same standards to begin with.
And since there's no indicator saying "this field's content was
transliterated according to ...", there is no chance to fix that by
software. The title page itself might indeed contain transliterated text 
which was then transcribed!
