To show how quickly this can be done using open source products, I have implemented it in my catalog in this way: example http://www.galileo.aur.it/cgi-bin/koha/opac-detail.pl?bib=18804
You will see in the right hand column a link to Get a Citation. This uses the Worldcat API mentioned above. There are still a couple of wrinkles in my implementation of it, but it shows how anybody in the world can use our records simply and easily.
And yes, you will see duplicate citations, but that is because there are duplicate records for this ISBN in Worldcat. Therefore, some sort of mild training is necessary, which I can handle with one of my Two-Minute Tutorials.
