Well, in the case of the science community, we have 'event catalogs'
which basically track the time and location of things of interest. So
you could track when and where these things happened, as well as any
other attributes that you might think are important (number of people,
possibly with error bars; notes about police respones, etc).
Then some researcher in the future can use the catalog to look for
periods or locations to study further, look for anamolies between
catalogs, or otherwise use the catalog to further their own research.
