This seems like a rather bleak assessment of RDF. I'd be interested to
hear why you think it will never work.

Leaving the topic of RDF for a moment. From my (biased) point of view
the really interesting thing that id.loc.gov did was mint URIs for
subject headings. Just as the service currently returns JSON and
Turtle representations of the subject heading resources, it could
easily return MADS, MARC, MARCXML, or YourFavoriteXMLFormat. This is
more about REST than it is Semantic Web or Linked Data.
