You know what? I am wrong. I have been too caught up in dereferencing
RDF resources with fragment identifiers, and got myself into a blind
maze of relying on an artifact of dereferencing (and to some extent,
proxy and redirection handling of fragment identifiers). My brain was
stuck in the proxy server, more or less.

I'm sorry. I was wrong about the standards where servers act on the
fragment identifier.
