Regarding libraries that use DDC, some of them do not actually use the schedules (regardless of edition). 

Many of the libraries I work with, are small and part of an automated network. Some look at the Dewey number in the bib record and use that, often without checking to see if it is even correct (and there are typos.) If there is no Dewey number, they look to see what other libraries in the network have used. I was very surprised when I found out about this practice since I can't imagine assigning a classification number without checking to make sure it makes sense.
