RFP questions to ask Linking Service Vendors?

Hi all, 

We're are developing a set of questions for a Request For Proposal (RFP) for cross-linking indexing and full-text database content (services similar to SFX, 360 Linker, etc.).  

If you have done an RFP for this type of thing, are aware of a resource which lists criteria for this type of thing, or have suggestions for questions to ask vendors providing this sort of service please respond directly to me with your info, I will gladly summarize for the list.
