  Somebody trying to do just 1) with 4) would be a start. Activities
  2) and 3) can be decentralized, since they are based on 1) and 4).

  As I noted, I haev to do something like 1) for AuthorClaim. Oliver
  and I have already touched base with BASE, to see what they can 
  share.
