an existing 'base' for these efforts here in Germany - although
lacking 4) to my knowledge, don't now about stable id's - is BASE
(Bielefeld Academic Search Engine). It incorporates right now 1,357
content sources resulting in 21,037,940 documents. It would be
interesting if they could add full access to all harvested metadata to
offer 4) at some point in the future.
