It doesn't look to me like sitemaps = OAI-PMH in functionality.
Sitemaps are a way to guide crawlers to all of the pages on your site
-- for example, this site map was designed expressly for Google to
provide access to the pages on the Open Library:
http://openlibrary.org/index/index.html
OAI-PMH is much more than that, and quite different, being based on
retrieval using criteria, and having a reply format that includes
administrative metadata like source and date. It looks to me like
Google was using OAI-PMH in a very limited way.
