Although the original publication (in French) was 2006, making it a
little dated, it's still a pretty good read.  I haven't finished the
book yet, but so far, while I'm not in total agreement with all his
points, I admire his ability to identify the mushy thinking of
Americans, Europeans, private industry and librarians and lampoon it all
with equal enthusiasm.

 

Very thought provoking.
