Yes, and yes. Although Google isn't easily serving me up the docs for 
the Worldcat Identities API, and I'm too lazy to look harder for them. I 
_think_ they exist _somewhere_.

I use the Identities API. It's pretty easy to work with, and is free for 
all, you don't have to be an OCLC member.
