This is an aside and doesn't really change Tim's argument, and maybe
it's weird for me to make this the first post I've ever made on this
list after years of lurking, but Tim said:

"Libraries are without exception non-profit entities"

and that's just not true.  Many libraries exist at for-profit entities,
and some even generate profit for those entities by having librarians
with billable hours submitted to clients.  Just FYI.
