I think some people are misinterpreting what I said, so let me try to rephrase it....

Libraries exist to help meet the information needs of their users. Let's say a library has excellent, efficient "back room" library systems. Then, let's say the library's public interface doesn't work well for users.

The fact that "back room" systems work well doesn't count for much if the public interface fails the users. The library is failing to meet its mission. People will go elsewhere to satisfy their information needs.
