It's probably worth pointing out that much of the information in the
LC/NACO names file will be available (real soon now) in the Virtual
International Authority File (viaf.org). In particular there will be
stable URI's for personas extracted from several national authority
files (currently BnF, DNB, Sweden, and LC). We are planning on an RDF
view of the merged data.

The folks at LC working on this know that names are desirable (I
understand I'm not the only one who has explicitly and directly asked
for them). Now whether that turns into an actual service or not... I'm
