At least that's the spec. the code based on this for Open Library is at:

there are various algorithms for what OL calls "editions" (e.g. FRBR
Manifestations), and names, plus different modifications for Amazon data
and perhaps others.
Since *titles* means different editions, you have to use things like
dates, pagination, and publisher. With MARC records you can lean on the
LCCN, however, which can substitute for the ISBN when the book is
pre-ISBN. There are certain publications that screw everything up, of
course, in particular government documents -- which is a good reason not
to go into those areas unless you absolutely need to.
