That's how FRBR defines Work. OCLC is actually usually working at the 
Expression level, due to lack of info in the records.

In the UC union catalog, we had about 35 million 'books', and 10 million 
works. However, 66% of the works were singletons. So we had about 6.5 
million singletons, and the other 29 million books turned into the 3.5 
million merged titles.

So I think we ended up with a classic zipf-ian curve, with a very high 
end that dropped sharply, and a long tail.
