OCLC record-use policies have been discussed here a number of times.

Patrick Cates said that I could forward his message from AUTOCAT to
NGC4LIB. Apparently OCLC record use policy has changed, is not yet
public (or at least known to NYLINK), and if you use OCLC after Nov.
2, you've agreed to it. Is there anything going on here?
